You will need a razor and a beard trimmer. If you have sensitive skin you may want to consider using shaving cream to make it easier for you. But before you apply the shaving cream pull out the beard trimmer and trim the hair down to an appropriate length. This helps make it easier for you to shave and prevents the razor from clogging up.
Some men like the way it looks after using the beard trimmer so you may be able to stop there. However, if you want to go shorter then it is time to apply the shaving cream. But first you will need to soak your chest hair in warm water. The best way to do that is to soak in a warm bath. Afterwards apply the shaving cream and let it sit for 10 minutes.
Try keeping to the good razors and stay away from the cheap ones. You will need to make sure that you shave in the opposite direction that the hair is growing in. Rinse the razor repeatedly to prevent it from clogging.
When you are finished you will need to rinse your chest very well. Pat it dry with a soft towel and then apply soothing skin lotion. In order to remove dead skin cells you will need to exfoliate it.

Another factor is the type of tattoo you want to get. When you go to a parlor the artist will usually have books full of designs to choose from. Usually these designs are cheaper then custom designs. It depends on how intricate the custom design is.
Color is another factor. Those who want to color in their tattoos will usually pay more then those who will keep it black and white.
